Diablo 2 renders every animation in whole frames at twenty-five to the second, so added Faster Cast Rate, Faster Hit Recovery or Faster Block Rate only quickens you when it crosses a listed breakpoint — anything between them is wasted. The numbers are the same in Diablo 2 and Resurrected.
